The Queensland Government is committed to lowering unemployment by investing in priority training that delivers highly skilled graduates and a productive workforce.

Through Working Queensland, the government will progressively implement a number of key initiatives.

These include:

Establishing Jobs Queensland to empower Queensland industry to identify their long-term workforce skilling requirements to ensure the training system invests in the right skills to meet future industry needs.

Creating a fully independent Training Ombudsman to restore accountability to the training sector.

A key focus is ensuring Queenslanders have access to quality programs that deliver effective skills training to meet employment and business demands.

The Certificate 3 Guarantee provides eligible individuals with access to a subsidised training place in an Australian Qualifications Framework (AQF) Certificate III level qualification with a pre-approved registered training organisation (RTO).

Overview andObjectives

The principal aim of the Certificate 3 Guarantee is to assist working-age Queenslanders without a postschool certificate III or higher-level qualification to complete a nationally recognised certificate III qualification that leads to:

  • A job outcome for individuals trying to enter the labour market or their desired industry/career.
  • Advancement in the workplace or career progression for individuals already employed in their preferred industry.

A key focus is ensuring Queenslanders have access to quality programs that deliver effective skills training to meet employment and business demands.

Who is eligibleto receive training?

To be eligible to enrol in the Certificate 3 Guarantee, prospective students must:

  • Be aged 15 years or above and no longer at school (with the exception of VET in School (VETiS) students — see QLD Government’s VETiS fact sheet for more information).
  • Permanently reside in Queensland.
  • Be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen.
  • Not hold, and not be enrolled in, a certificate III or higher-level qualification, not including qualifications completed at school and foundation skills training. The Certificate 3 Guarantee commenced on 1 July 2013 and has been a popular Queensland Government Initiative that gives eligible individuals the opportunity to complete a full Certificate III qualification. To do this, the Queensland Government will subsidise the cost of training for eligible students.

Am I eligible for theCertificate 3 Guarantee?

To be eligible for the Certificate 3 Guarantee, an individual must:

  • Not hold or be currently undertaking a certificate III or higher level qualification. This does not include certificate III qualifications completed while at secondary school.
  • Be 15 years of age or older.
  • Have finished secondary school or left school.
  • Be an Australian citizen or permanent resident residing in Queensland, or New Zealand citizen permanently residing in Queensland (i.e. a person with a New Zealand Passport who can also produce documentary evidence of a Queensland residential address).

Have your current Work Skills recognised, or be trained and assessed in a Government Funded, Nationally Accredited Qualification for a nominal student contribution fee.
